Thank you very much! This uses Microsoft Word – Picture Tools – Artistic Effects – Mosaic Bubbles for the primary effect. Not something that you can use often, but I thought for a water scene it might work. I am delighted that you thought so too.
Oh goodness, I had no idea they were packing that sort of thing into a program like MS Word these days! I feel like a dinosaur in that I’m still using the version from 2002. Thanks for the info!
